This is the way that I interpret the rules;
For people to link to their own web sites in their signatures is generally accepted even though it is low-key advertising, on the grounds that it can be useful for readers to know that the person writing has special knowledge of the subject, or conversely, to alert them to the fact that they may have a particular bias.
People linking to their own web sites within the text is OK, if the links are in response to a question and the web sites provide further information or solutions.
What is not OK, is for people to start threads which have no other purpose than to promote their business.... otherwise the place would be inundated.

Thing is tho - people seem allowed to advertise their websites in their signature.
