She will be 18 and doing a HE course at University of Firenze. She claims that by completing the application form as an Italian (different from the foreign one) she will be entitled to free tuition. I can imagine that higher education may be free but there are probably residence conditions as well. Does anyone know about higher education in Italy? Is there a website?

[LEFT]I'm pretty sure that even Italian students pay some tuition fees although I don't think they are as high as in England. In terms of residency, the situation as it applies in the UK is that you have to have been resident in whatever EU country you are coming from for 3 years to be eligible for EU fees (this is actually true of UK students wanting to pay UK fees at a UK university as well - my niece who is a UK citizen has had to pay international student fees to go to University in England because she has lived in Dubai for the last 4 years). So the passport thing is a bit of a red herring. I suspect what she would have to prove is that she has been resident in an EU country for at least 3 years preceeding university entry. It shouldn't really matter which EU country or whether she has an Italian passport as EU students should pay the same fees as Italian students.[/LEFT]
If you do a google search on higher education in Italy you will come up with a number of useful sites and contacts (but not a lot of information about fees). Have you tried the Italian Consulate for advice?

I found out about this and my brazilian friend seems to be going by her out of date information from family in Italy.
It seems that fees are now payable by everyone, albeit at about one quarter UK costs and that grants are also equally available to Italians and foreigners. Education in Italy still seems to have a non commercial purity unlike UK eduction plc.

I used to work with international students for a uni here in the UK and if I were her I would definitely check with the faculty before taking any further steps. If she'd be classified as an international student, the fees would be higher.
Many European universities offer language courses for free for existing students, so if Firenze offer that as well (couldn't find any reference but that doesn't mean it's not available) it would give her a chance to improve her Italian at the same time. She'll have to prepare herself for a lot of work, though! :)

I have pasted below a link to the University admin. It states in there, after a bit of trawling, that Italian and foreign students are treated equally in all aspects including grants. Could you have a look and see what you think.

In the UK, ALL EU citizens are entitled to free education in the UK up to the age of 18 unless they have come to the UK specifically to learn English. I would assume that the same rules and arrangements apply in other EU countries so unless she is going to specifically study Italian she should be okay. As far as higher education is concerned, in the UK, EU citizens pay the same fees as 'home' students as HE is not free here. Again, I would assume that the same rules apply in Italy. [/LEFT]
