I can't answer your question Steve, but from what I read on the forum it may take close on 2 years to get permission to build, so if it were me I would be applying ASAP. Welcome to the forum.

Thanks for the replies so far...the kids failed to reach their reserve of 2p...have to find alternative funding.

This may differ from comune to comune, but looking at a recent permission (which was approved in June 2005), the works had to be commenced before June 2006, and completed by June 2009.
Thus you basically have four years to complete from the date of approval.
After this period you would need to make a "renewal" application for the works not yet completed.
To do the ground works, it is quite possible that you do not need a full permesso di costruire, and could do this work on a DIA (a much quicker permission), and make the full application later, but you would need the advice of a local geometra as to whether this route is open to you.
I seem to recall that there is a time limit, but think that the limit gets extended if you start to build. I also expect that the rigour of this is local & more down to a commune's interpretation of it than anyhthing else!
.......rumour has it that this doesn't need to extend to anything more than putting a few bags of cement & doing a bit of marking out/digging but I wouldn't stake my life on it!
