I stand corrected on not having to own a house - it is just one of the little extras which persuades our local motorizzazione office to oblige without too much fuss! Presumably a contract for renting a house would be equally persuasive.
As to outlets, there is a discussion on these in a thread selling dodgy footwear in Le Marche..........:)

BTW Relaxed you don't have to own a house in order to buy a car but it helps. A domicile is all that is needed.
