I think Abruzzo is a wonderful place.. especially the area in and around where you live in John. I am sure many others agree that it's a great place for foreign buyers.. and it keeps them safely away from all the perils of Campania. :D

Maybe its because of the C20th depopulation of the area? Foreigners are drawn to the old, often vacant and/or derelict properties, partly because of their potential/ romantic appeal, and partly because of the cost, but such properties, by their nature are fraught with difficulties.
Since many of them have not changed hands for more than a century, the ownership is often difficult to ascertain, and almost certainly split. Throw into the bargain bankrupties, illegal additions, local farmer's rights, access, services etc etc, and you're bound to run into problems that won't exist in downtown Rome or Florence.
But then we're a tight fisted bunch and for some "rural idyll €15,000" sounds too good to be true, and are apt to over look the sting in the tale "da ristrutturare"

Couldn't it be that you have answered your own question? Lots of people are buying in Abruzzo - and the more buyers,the more problems. The only meaningful statistic would concern the proportion of "dissatisfied" buyers in Abruzzo compared with this proportion in another area.
