Yes you need the vests and rental cars should have them in them. Only one is required per car and it must be kept in the car not the trunk as you are supposed to put them on before geting out of the car.
As for lights, they are required on at all times except in city centers. Easier just to remember to keep them on all the time.
Hope this helps.

Thanks for the replies.
I had read about the headlights, but i assumed that rental companies would have had their cars modified to have the lights switched on with the ignition.
Does this also affect new cars, are they now built with the headlights on permanently, like volvo's. Just curious 'cause i have a fairly new multipla, and was wondering if they were built to different specs.

I shipped my car from the US, which uses driving lights as standard. Any good auto-electrician can adapt a european car to run with driving lamps
We hired a car a couple of weeks ago and there was one vest in the glove box.
Suspect one is all that is necessary to comply with the rule.
I also read somewhere that you need to keep you lights on all the time when you are on a motorway - but can't remember where I saw that
