There is a hugely important element to the manovra published yesterday. For people who took residence in Italy to get prima casa, but dont actually live here...From 2012 you will pay 7/1000 on the value of any property owned OUTSIDE ITaly.

So the Nationwide has introduced bank charges - £1 fee and 2% commission on every withdrawal via ATM abroad - Im gutted. But, I had no advance warning and am also deeply annoyed. Anyone else in the same boat?

Does anyone have any info on the scudo fiscale. It seems that the new version is not only retroactive, but anyone bringing money into Italy could be liable for 5% tax if they are resident.
The disaster in the province of Messina goes to prove the instability and 'eyes wide shut' approach to living in Italy.

1. Your architect has 'direzione dei lavori' in his standard contract - so I dont understand why you had a separate project management contract with him. Its his job. 2. Your preventivo and computometrico are by law regulated by mq etc. It should list everything except the things which you choose. So it should give you the price for laying a floor, but not include the flooring which you will pay for depending on what you choose. Once you have your computometrico you negotiate downwards on that price and stipulate other stuff. once its all agreed its difficult to go backwards. However, if your builder gave you an all inclusive price, it should be that - and he cant - in my opinion - start asking for stuff like closing up scassi and the rest. The architect will almost certainly be getting a kickback from the builder. Its better, (as it always is in hindsight) to agree everything up front and get it in writing. If he gave you a 10% discount on the book price for an all inclusive job - then thats what he should give you, barring imprevisti. For future reference, you should get at least 10% off the book price for everything, and then some...
my keyboard makes me do it... It is negative - but there is a lot of fear about. When I arrived in the south I was all for standing up and being counted - a gun in the face makes you think twice about how much you want to change things. Sad but true. It would take a huge popular uprising to give people the courage to be open about things. And, Naples is not Palermo - the mafia and the camorra are two very different beasts. And Naples may have De Magistris but all the people who work in the public offices remain the same, and its those you have to contend with.
It is the minority that live the lifestyle, but the majority that accept it without doing anything. The characteristics of the NEapolitan population, and having lived there for many years I feel qualified to say it - is that they will quietly tell you they dont like it, but will do absolutely nothing. My point was that Saviano has done something - for whatever motive - and therefore is not a typical Neapolitan. Its all coming down to the definitiion of a diehard - and its that I picked up on originally - which is reactionary or retrograde, Daily Mail type, not wanting change etc - you cant accuse Saviano of that.
The Telegraph seems to be running a campaign against ITaly at te moment - along with the campaign against the euro and the everything else that doesnt wear cricket whites. Article after article with badly translated Italian articles and misquotes to add meat to their story. Obviously the answer is take your copy of the Telegraph and recycle it without bothering to read it.... its become the Daily Mail for broadsheet snobs
I asked because a diehard Neapolitan would be someone who, I presume, shares all the Neaopolitan characteristics - something whihc Saviano does not do. In the slightest. In fact, I would go further and say that Saviano despite being from Campania (he is not NEapolitan) is the antithesis of Neapolitan, as he sticks his head above the parapet and says what he really thinks. He doesnt live in Vomero, nor in the south of Italy, but in the very north - which for a southerner is as bad as it can get. Poor bugger. I agree with you that he probably knew what he was getting into - but did he do it for money or because he wanted to make a difference. And, once so far in - does it really matter if he digs himself in further? IT is information we have a right to know, and thanks to people like RS we can learn about it. A true diehard neapolitan would not write or publicise any of this info, but mutter about it into his Kimbo and then deny it if ever questioned!

In Sicily the nine provinces will become only 4, which is annoying, as they were going to be 6. So now, instead of amalgamating Ragusa and Siracusa, (in fact restoring it to what it was until 30 years ago) they are going to put us all under Catania - lawd hlep us - so a province with debts of more than a billion will get 2 provinces that break even - and Ct will get all hte money. I think it should be all or nothing - ie get rid of all hte provinces, but in Sicily it would give the region even more power which it shouldnt have.
You should have a centro CAF (Centro di Assistenza Fiscale) in your comune, free financial advice and help. Id go there armed with paperwork.
My first one was valid for 1 year. The second coincided with the expiry of my passport.
