If you live in a dry area you can use a swamp cooler, which is common in the southwest US. It's just a box with a fan that blows over a pad with water trickling over it. The evaporating water cools the air, which is vented into the interior of your house. Very cheap, simple and pretty effective.

I like the concept of solar-electric cooling, but I have my doubts about that product. The solar panel generates 85W. A small mains air conditioning unit needs 10 times that.
I think the claim "cooling effect 1050 watt" is dubious.
If you Google *solar cooling*, you will find quite a lot of info on the subject. Quickly looked at it but could not see any details on costs for the equipment though.
