You can apply for the codice fiscale at the Italian Consulate or Embassy in the UK. Your request should be submitted on the relevant forms along with a photocopy of your current passport. You will need a Codice Fiscale, among other things, for:
Opening bank accounts
Purchasing a car
Purchasing a house
Entering into utility contracts (gas, water, electricity and telephone)

All peoples registred to AIRE and with Italian Citizenship HAVE a codice fiscale !

Even if you do not have the plastic card , you can ask a copy of this ,
for check yr's codice fiscale number , go here , and follow the procedure to ask a COPY !!

If you are a part of AIRE you should know which Comune are you out of ( Aire comune di???) and it is very weird you do not have a codice fiscale or a carta di identita. You can contact your Comune and ask for the ufficio anagrafe. They should have all your records and will be able to help.
