Permesso and SCIA differences

What is the distinction between the types of work which need a Permesso in place and those which can be done under a SCIA? To be specific, if we want the whole of our utilities installed from scratch can this be done under a SCIA as maintenance and repairs (bearing in mind there is no existing system in place that will be replaced)?

Technically if you are putting in a new system, with new attachment to the sewer you need a concessione edilizia. If its a seond bathroom then most professionals would do it witha scia, even though to the letter of the law you would need a concession
