Vacation property charges

I have had a house in Umbria for 8 years. The IMU finally caught up with me (now paid up to date) but I have received an annual refuse bill since the start. This has now changed to a two part payment and, of course, has doubled. My question is that the amount says it's based on a two person occupancy yet I own the house and mostly come alone. I am married but had this house prior to the marriage. Does anyone know if there is a single person rate or whether there is a non resident charge for any of this?
