1st off have you checked ADSL is available where your house is located? Even if it is, what service would you be getting? Might be better to say what the problem is with the dongle, what is it? There are a number of WIFI companies around that likely match any ADSL, other than in big cities here in Italy...

Can't recall there ever being an "EMU" in my time, IMU yes and it is still around. You may not pay if prima casa, but you will pay TASI and rubbish tax (TARI)
Perhaps crazy if you are wanting to work out here, but certainly not for wanting to live here... A bit money behind you, enough as back-up to tide you over for a few years and you could find it possible. It can be cheap to live here if you have a bit land, fit in and adjust to Italian life. However you need to think long and hard about such a big move and how, if ever needed, you could back out of it.... Best of luck whatever you decide...
Colledara is off the motorway, good point, but we have passed the exit to it a few times (the limit of our knowledge) and it does seem far up in the mountains! So, check distance from the nearest airport, can you get from the house to the motorway when there is 10’ of snow. There are about 2000 people living there, so it’s a small town/large village. Could be 1 restaurant or 5-6, depends on your luck. Lots more information here http://www.comuni-italiani.it/067/018/ if you know what to look for? For example there was 7 UK people living there in 2012 (last stats). Have you done a google street view of the place? I’m assuming you have not actually been there? It really depends on what you are looking for, it is isolated in some ways, but the up side is it will have stunning views. Get back if you want more input.
From what I've read tax on land is around 18% and will vary according to the type of land. No doubt Modi can confirm this. Can't understand the other tax re the mortgage if you did not have one, sounds like a mistake or rip-off! Was there a mortgage on the house to be cleared?
