Something not right as house tax is payable on the house, not the number living there. It would be for 2 people if the house is in both names. Rubbish tax is a different matter and normally based on number and sqm of the house.
What you have to do is NOT think UK, I warn you now in Italy a contract is a laugh! You cannot enforce anything without incurring massive legal cost and they would potentially drag on for years. Meanwhile they will enforce payments with debt companies brought in to make your life hell… I hope your Italian is very good…. :)
To put it simply, it would seem to me they don’t have the knowledge to “fix” it and/or perhaps the inclination? Unfortunately for them I doubt they realise that the lack of activity in posting does not necessarily equate to how much business people reading the forum brings to them. But then again perhaps their business is in trouble? It is simple to stop new members posting links by number of posts and/or by time (the better option). Not many spammers will bother when these rules are in place. Other forums I’m a member of have this and other methods of stopping ALL spam e.g. moderator members who police spam.
Great place to be, especially if you are not looking for work, but I'm guessing you know that. If you have not already done so, search "forum Italy" and "forum Lucca". Although most activity at the moment may be Facebook, that could change, so do both. Facebook might be a little harder, but a search "Lucca Facebook" I'm sure will bring up leads.

I just highlighted Ugo's link text , right click and opened link in new tab in Firefox and the link worked fine....

No they are not and you have not encountered anything like you will in Italy should you take on a contract. Not saying you should not, but watch out!
