We are considering buying a holiday home for our personal use. We are non residents from USA. Would we be subject to paying yearly IRPEF taxes on the property? I know we have to pay local & provincial taxes.

If you dont pay tax in Italy you will not have to pay IRPEF. As a non resident you will pay all the local property and service taxes, but no more.
