I'm sure there will be a few people who will know if this is truly the case. Unfortunately I believe it is very likely true and until something happens as it did in the US, then it will only get worse.
Modi is certainly right that subito is a good place to look, but there are at least one or two second hand shops around and about Mercatino Dell'usato seems to be popping up in a number of areas. However we also have what I would call a second hand motor scooter shop, but it seems it sells just as many bikes by the looks of it.
I really can't see why anyone would want to take up residency in Italy unless they had to! The tax in question is IVIE (Imposta sul Valore Immobili Esteri) and as far as I know is still there. There was a lot of discussion on the value to be used for the calculation and what could be deducted for tax already paid in the country the property resided. I‘m not too sure if this was ever clarified in the case of the UK. I do know of at least one person who initially paid it and then was told by their financial advisor that they were in fact not liable for it….
I half thought you might have looked :) It is worth a try here (and other places) as we rented in Abruzzo before buying and did the very same thing and ended up renting a beautiful house for over 5 months. if nothing else this bumps your post! Good luck...
Try the yellow pages here , but we found buying locally helped a great deal and the cost including delivery was little if any difference, for tiles a lot cheaper and better quality. We were fortunate in popping in to a local kitchen shop after looking at many kitchens in the big companies like Mondo Convenienza and Ikea. The local guy was so helpful and supplied a better and cheaper kitchen with delivery and fitting. They also arranged a plumber, electrician , builder and told us where we could buy tiles, which also sold bathroom fittings. The plumber and builder live local and we have used them both again since to do our bathroom.

Try looking online at sites like this to get an idea of what is available. We would use Google street view to check the surrounding area and roads.
