I think you shouldnt pay the TARSU either. Here I dont register for the tarsu, it is my registering for ICI that then gets me automatically liable for TARSU. If you did the appropriate paperwork for ICI then it may well be that TARSU is covered. TARSU is an imposta not a tax, so the comune should send you a bill, it isnt one of those that you can calculate yourself. Id pay the amount but not the fines/sanctions I would make an appointment with the sindaco and very nicely tell him that you are going to make an esposta at the tribunale against the comune - and though its obviously not his fault, he will unfortunately be cited, etc etc etc - Alternatively find a sympathietic jounralist on your local paper and have a photo done of you under a mountain of bills looking sad --- and a good article. I would however double check that your geometra did everything he tells you he did.....

It depends on the comune and how many stars your hotel has. Some comunes apply a flat fee across the board, some apply say 1 euro per star. Most hotels will absorb it into their regular prices, some not.
I cant see it being workable frankly. Those who have lots of money will pay people to hide it all. Those who have virtually nil will get it taken away. But the laws on privacy etce tc - I thought it was meant to include current and deposit accounts, but I dont think the Italians have got a computer big enough yet, and I cant see foreign govts blithely handing over details of granny's xmas savings account. Originally it was for people who used a foreign company to get out of paying Italian tax, but its a tough one with a single market!
What passes for a granita in the north is a mix of vile chemicals. In the south, they are real fruit/almond/coffee etc. The one time I tried a 'granita' in Florence, they tried to foist what tasted like frozen cough mixture onto me. And they dont do a caffè freddo! Are you sure it wasnt some trendy aperativo - they come in vibrant colours.

Technically if you are putting in a new system, with new attachment to the sewer you need a concessione edilizia. If its a seond bathroom then most professionals would do it witha scia, even though to the letter of the law you would need a concession
According to the Corriere this morning, you need to compile and present an F24 even if you IMU is nil - so a complete aboutface from last week. If you dont manage to get your F24 in by monday, your 'fine' for the being late for the first 14 days is ,02% of the amount not paid.....
