Reasonably priced lawyer needed!

Anybody know of a really good lawyer that speaks excellent English and isn't too expensive! Once again my neighbour has put a spanner in our building works and this time I am REALLY angry! We had all the permissions from the commune (and paid for the building regs) and now they have suspended it. He really is beginning to annoy me - and he is such a coward as everything is done in his wife's name - aargh!!
