I am an architect working in Northern Italy ( I am originally from Northern Ireland).
I would seriously question the wisdom of looking for a local Geometra, especially if you have a project that is significant in size.
I work on many different residential projects in different Comuni – I have never had any problems in carrying out a good job. The Bureaucracy in each Comune is slightly different, But all follow the same principals. It is not rocket science.
The idea of being obliged to find a local geometra strikes me as being medieval and well out of date. The people in charge of the Planning departments in the various Comuni, are always very correct, professional and easy to work with. Long gone are the days of corrupt officials. In fact some of my clients have come to me asking me to take over from a local Geometra as it has not worked out for them. My advice is to choose your “Tecnico Incaricato” (Needs to be an Architect, Geometra or Engineer) based on you being on the same wavelength as them and if you feel comfortable working with them.; and you do not need to restrict the choice to only local professionals.
I am an architect - I am regsitered in Italy, and have been worling here for decades, even though I qualified in the UK a long time ago. I am not based in Naples - but in Milan - so I may not be what you are looking for if you need a Napoli based acrchitect -let me know more
I am an architect working in north Italy ………unfortunately a bit too far from Tuscany to be of help to you. I went to Sheffield Uni. and qualified there – so your home town is special to me.
Anyway I have over the years taken over from other architects or geometras who turned out to be “bad uns”, and the clients looked me up and asked me to take over from their bad “tecnico”. The “bad” geometras or architects have ALWAYS been recommended to the client by the Estate Agent. I don’t mean that all Estate Agents always recommends bad professionals, but it does seem to happen often.
Anyway from what I can understand you need a ball park figure for the whole project before starting, which any local professional should be able to give you at the drop of a hat – but it will be a rough cost e.g. €2000/m2 and not be a super accurate cost estimate, but give you an pretty good idea of the cost range. To be honest I cannot tell from your description if the Geometra’s fee is too high, because if it includes applying for Building Permits that is a big chunk of work and responsibility which might be ok as a fee offer, especially if you are in protected zone. I would need to see the Geometra’s fee offer to understand best. If you want you could send it to me. Let me know – if you want me to have a look at the offer. But at any rate it is always good to get two or three offers from other professionals and ideally get recommnedations for professionals from other people in your area.
Comuni have an alternative way to F24 to pay IMU which is particularly planned for foreigners who want to pay from abroad. If you have a chance ask your Comune to send you the IMU request payments direct to your address abroad with the payment method for foreigners .- it is possible, asI have clients who do it (I am an architect) and I am also informed by a trusted Notary that all Comuni can allow for this payment method.
It is a real thing, but as Alan H says there is a catch. It will not be everyone's "cup fo tea". It does not work well for people who want to make a quick buck. The idea is to be an incentive to attract people and investment to charming but remote towns/villages in Italy.
I am an English speaking architect, from Belfast originally, but living in north Italy for decades. English speaking contractors are pretty rare in Italy and tend to be in the bigger cities and dealing more with the Corporate Client.
