I am sorry if this has been covered before, but just looking for a brief idea. I understand that the process of obtaining an Italian passport can be arduous.
If there is any chance of find out a bit more detail about what the French vet required. I would be happy to spend a few days over there on route one trip.
Hi. On my last trip I went down to our nearest big town. They have an office called ASL. It is the central veterinary clinic.
I had some paperwork to show the house purchase etc.
Initially the man said petpaspports only for residence, after looking at all my papers he said okay and processed to register my dog on the Piedmont chip register charged me 5eur and have me an appointment to return in 3 days with the dog at which time the vet would scan the chip etc and produce the pet passport.
I left feeling very pleased with my self....
Unfortunately 1 day later I received an email advising me that as a non resident it was not possible to register the dog.
Disappointed.
Plan b is to find a local to register the dog etc and I will draw up something to say he did me the dog.
I have another dog, adopted in the UK that has an EU pet passport.
We have Dutch friends that keep trying to persuade us to go via Monte blanc tunnel. Apparently you can get a multi use pass which is heavily discounted and the French are a bit easier going on traffic enforcement? Maybe not after this fishing row!

Fill in you Italian locator info and arrival time etc the five day quarantine starts from then. On day 6 go to local pharmacy book a flow test for about 30 euro and an hour later you will have clear test results. Don't forget to ask for green pass at the same time.
We filled in customs declarations and items everything with nominal values and attached receipts for higher value items. All in a folder with our Italian codice fiscal, house ownership papers, Italian property tax bill and any other obscure bits of official looking Italian papers.
We had a rapid antigen test taken at a walk in centre in Guildford with the results certificate emailed with in half an hour.
We had copies of our double vaccine certificates.
Dover French passport control checked and stamped passports and wanted to see proof of double vaccine and then we head up to the customs sheds.... Nothing straight through.
Off at calais towards the customs are.... Straight through no checks, no interest.
Switzerland at the boarder pulled over to get vignette, official approached us... Only interested in vignette, one for car and one for big full looking trailer.
Italian border big queues approached the official.... Straight through didn't even want to see our proof of negative test.
So we have arrived.
Lots of work beforehand but the actual trip was no different to any other time.

The last time we travelled through the only is was between Europe and England. Passanger locator form covid cert etc.
There were no restrictions between France and Italy.
Not sure what the current requirements are but I do know that between Holland and Italy you are required to have a pre departure test.
I am a bit curious as to what your concern is?
I have crossed multiple times, there is a post but never stopped, have had a speeding ticket though!

We are going via France and Switzerland.
